ASB Case Reference 19914 - Attacks on the person Mornin' J, I have attached an image which reflects the depths to which my neighbours have sunk in this dreary dispute; it should show the remnants of a tin of rice pudding and, most likely, a tin of soup, decorating the floor outside my fine apartment here in The Lye. The Police have been informed of this incident, with other similar contemporary incidents, and the Council has been asked to provide a 'communal clean' similar to that which takes place after a road traffic accident; at the time of writing the floor is still soiled - there seems little point in deploying my mop and bucket, again, as my neighbours will simply repeat their act, but if the Council intervened, motivations may change. Please ask your colleagues to consider prioritising this issue. I have also copied below a request sent to your colleagues in housing which must now be elevated, as part of this case, to a complaint; alcohol might well be a factor behind the recent bizarre behaviour of my immediate neighbours, Carol and Colin, of 161 High Street DY9 8LT. As part of this update I'll provide an account of recent 'transactions' in this new 'theatre' - my landing! Log extracts: 22/4 2100 Discovered wetted doormat and adjacent area of landing - from direction of 161 - probably Carol again ([Philip Bradley or] Frothy's associate). Rear windows also wide open. Making some statement regarding the stench? Barking dog at 157 (alone in flat?). 24/4: 1540 Noticed floor and mat wetted again. 2010: Door banged, circa three times; no-one descending the stairs subsequently, but the lock and chain was being rattled behind 161's door, suggesting it had just been closed. 2130: Noticed metallic external letterbox damaged by some implement, perhaps a hammer; took some time to render box operable, but is still badly scratched and dented, whereas its previous condition could be described as pristine. Damaged between circa 1600 when mail was checked and 2130. 24/4: 101 Zoe 2225 Told of recent incidents; Police will ring tomorrow morning prior to, possibly, making some enquiries.  0015 [Now 25/4] 101 Gary - A cat person! Log reference: 24/25/4 . 1100: noticed eggs and probable remnants of a tin of tomatoes on the door and on the floor - mopping-up required the use of copious quantities of water! 1130 part of tin of rice pudding thrown onto floor by Carole. 0000: 157 Threatening behaviour "I'll put your lights out" - I retreated to the flat as 157 made his way towards me.  0030 157 claimed that I'd thrown down the soup and the rice pudding.  Both 157 and Colin in 161 (separately) assaulted me. [Philip made his way up the stairs and approached me on the landing; I reached out to protect myself, with my left-hand finding its way, as a form of restraint, to Philip's throat; my right hand was used to remove Philip's spectacles that were passed to Carole who was behind, clutching at my clothing; with Carole grabbing me from behind and Philip not advancing, I retreated to the doorway of my flat; not allowed to carry a blade down the stairs, or even a baton, how can I carry-out my weekly shop without the risk of injury from Our Frothy?] [Colin then joined in and advanced towards me, swearing and making some bizarre allegations (including that I have thrown water at Frothy's dog); he then pushed me with both hands on my chest]; Colin then slipped on the soup (new addition [to the ammunition]) and said I pushed him over! Drunk? Claimed I've superglued the window on the landing! Carol claimed it was her dog! Chloe on 101 0050. Chloe also agreed that it was unreasonable for the dog to mess under my kitchen window when it could be toileted elsewhere and a solution to the problem would be for Philip's dog to use a dog-tray. 1110 Sat 25/04 PC 5554 Broadley, a dog-person, of WMP rang - I reported Philip and Colin's 'encroachment' [contrary to Covid19 provisions]; Crime Numbers: 20DY/97321X/20-ASB and 20DY/97326N/20 - Assault. I am concerned about the apparent, excessive alcohol consumption of my near neighbours at 161 High Street, Carol and Colin. Alcoholics Anonymous have just confirmed that they cannot assist without the consent of the drinker and suggested that the Police, or perhaps the Council, be involved. I am shy of an approach to the Police at this stage - such contact may be misinterpreted by my neighbours as I do not wish, at least at this stage, to make a complaint. I was recently 'knocked-up' and asked to help with an issue with Colin's condition - I thought it best to decline, making some suggestions including ringing 999 if necessary. Also, it seems to me that there's been an increase in the crashing of doors lately, possibly by Carol, which is something with which I can cope, at least for the time-being. Carol's conduct, though not threatening, seems also to be 'considerably affected' by alcohol. I accept that I could be mistaken in my perceptions and my, amateur, diagnosis. To repeat, I'm keen to avoid an official complaint (and an intervention by yours truly would probably not be constructive) but can anything be done by the Council? For either Carol or Colin to be 'dried-out' would probably require consent and be very expensive - possibly currently beyond the public purse. Can charities assist in this matter? Please acknowledge.
